Biya’s Note of Assignment to Yang

Cher Philemon:

I am putting you at the head of the Government in spite of the numerous stinking social reports I have of you and your brother Francis Fai. I have decided to take this momentous decision in view of the stakes ahead. So, you must take these assignments scrupulously and effect them in a timely and discrete manner.

First, Philemon, you are the first of those who had come out of ENAM (our French Secret Agent School) to be appointed in this position of Prime Minister. You have the doctrine of the Champs D’Élysées and so you are well Frenchified to carry out a task we will be facing in a few weeks’ time … that of crushing any uprisings in the Bamenda, Kumbo, Nkambe, Mutengene, Kumba, Mamfe areas. You must be aware of the fact that the African Summit of AU has not accorded the awaited independence the SCNC/SCAPO people were envisaging and expecting. I am well informed that there are two squads ready to strike on very strategic targets. I trust you and will want you to seek them out and crush their filaments and satellites ruthlessly “a la Oku”!

Second, you worked in Canada for over fifteen years and must be well acquainted with the squabbles that went on between the Anglophone and Francophone divide in that bilingual nation. I am sure you know what transpired and how the situation was resolved. I will be placing you at the head of a “Negotiation Team” of the Government of the Republic. You will take along Dion Ngute who did a marvelous job in “soaking and wetting” the lips of the Commission! The others will be Joseph Owona (who has his ways with these your brothers … remember his encounter with Fru Ndi!), and others like Bol Alima, Peter Esoka etc.

What I expect you to do in the immediate is to stir up more confusion in the camp of the major movement: the Ayamba SCNC, the Ndangam SCAPO etc. so that at the end, the AU will tolerate any one coming in, like Chief Oben and Dr. Samuel Tita to represent SCNC at the Talks. Make sure you spend enough cash and be not afraid of the “epervier,” for I will be with you and this letter will cover you.

Meanwhile, send up immediately, Special Envoy, Atanga Paul, to cause the people of Bamenda to come out in your support. Dish out enough cash, I say! We will use the pictures for our ulterior motives.

The last instructions will not be put in writing, but be sure that by the time we get through 2011, not less than eleven souls would have been destroyed in that your North West. I hear there is a group in Bamenda that has trapped a good chunk of Bamenda population into dancing to its tune at any beck and call! Thank God Fru Ndi can only shout over local radio stations, and hide in his farm while we flatten Bamenda. Kudos, Philemon! Ride on and be the tough boy I hear you are!
